This fix is already in master and Dev 16.0 branches. This ensures the fix ships in Dev15.8.
Tools built using the SimulatedMSBuildReferenceResolver will not work correctly on machines with the .Net Framework 4.7.2 installed.
This was due to a copy and paste typo. Implementation addresses the typo, and simplifies the code.
