This PR updates the CODEOWNERS file to modify reviewer assignments for various build and configuration files, and adds coverage for previously unassigned directories.
Changes:
- Removed @cincuranet as a reviewer from build pipeline and configuration files (azure-pipelines.yml, azure-pipelines-public.yml, github-merge-flow.jsonc, global.json, NuGet.config, /eng/)
- Added /azure-pipelines-internal-tests.yml file with @AndriySvyryd as owner
- Added /test/ directory with @dotnet/efteam as owner
