Adds support for Alpine 3.23 and removes end-of-life Alpine 3.19 and Alpine 3.20 Dockerfiles.

Changes

• Added Alpine 3.23: Created amd64 and helix Dockerfiles based on Alpine 3.22 structure with updated base image references
• Updated manifest.json: Added 4 Alpine 3.23 entries (amd64, helix-amd64, helix-arm32v7, helix-arm64v8) matching the 3.22 tagging pattern
• Removed Alpine 3.19: Deleted 3.19/amd64 and 3.19/WithNode directories and removed corresponding manifest entries
• Removed Alpine 3.20: Deleted 3.20/helix directory and removed corresponding manifest entries (alpine-3.20-helix-amd64, alpine-3.20-helix-arm64v8)

Alpine 3.23 follows the same dependency set and configuration as 3.22, including PowerShell, Azure CLI, and build toolchain packages.
