This PR updates ValueTuple to 4.6.1 and SqlClient to 6.1.1 by modifying version properties files only. All NuGet.config changes have been removed per feedback.

Changes

  • Reverted all NuGet.config files across 20+ repositories to their pre-merge state
  • Preserved props file changes containing:
    • SystemValueTupleVersion updated to 4.6.1
    • Microsoft.Data.SqlClient updated to 6.1.1
    • Related version bumps in eng/Versions.props and eng/Version.Details.props

The result is a surgical change that updates package versions through props files without modifying any feed configurations.
