It feels like a fix approved for "Current+2" release e.g. 10.0.3 and merged in runtime post code-complete could slip into these codeflows. Could that be a real issue?

Yes...we could revert it here if we needed but the preferred workflow is don't check in fixes appreoved for N+2 until the branches are N+2
