Signing was not running in source-only build legs when the
desiredSigningparameter was set to the default value. This was occurring because the source-only build legs were not passingisOfficialBuildto the variables template. This PR fixes that issue by defining and passing theisOfficialBuildparameter in the source source-build templates.
