Remove some Ubuntu 18.04 images and queues #2130

We currently provide our customers with build.ubuntu.1804.amd64[.open] and 1es-ubuntu-1804[-open] build mage choices as well as numerous 18.04 Helix queues.

The Canonical images we base build.ubuntu.1804.amd64[.open] and Helix queues like ubuntu.1804.armarch[open] on seem to be maintained as we speak. That may change as Canonical switches into Expanded Security Maintenance (ESM) mode. Standard Support ended for this OS version in May 2023 and we may need a Plan if we want to keep providing the image. Might be better to work with our partners on building and testing on Ubuntu 22.04 or Mariner 2, perhaps with containers (as needed).

1es-ubuntu-1804[-open] has already been been left behind as we transition to 1ES PT: The prerequisites for 1ES PT are not available in that image &mdash' meaning 1es-ubuntu-1804[-open] images are and will remain incompatible. This may soon expand to the 1ES team ending maintenance of their image i.e., dropping support (updates) for MMSUbuntu18.04-Secure which is what we currently use for 1es-ubuntu-1804[-open]. This feels more urgent since 1ES follows Azure and Azure is quick to deprecate OS support (see below).

Note AzDO no longer supports vmImage: ubuntu-1804. this will already impact our customers' public and non-production pipelines. See the available image docs.
