The signing change we made to get it correctly signing on arm64 inadvertently affected the execution bit.

The issue is in notarization step in signing infra. Files are sent individually, and replaced on disk post signing, which causes that loss of file attribute bits.

We plan on releasing this version as that's a simple workaround for customers compared to being completely blocked on uninstalling net10.
