dotnet-watch used to be in the dotnet/aspnetcore repo under src/Tools/dotnet-watch.

7 months ago it was moved from that repo into the dotnet/sdk repo under src/BuiltInTools/dotnet-watch.

The readme.md still contains links to the removed dotnet-watch folder and generates a 404 when linking on the link.
