Repro steps:
This is 5.0 app, but we are running it on 6.0, machine only have 6.0 installed, and DOTNET_ROLL_FORWARD_ON_NO_CANDIDATE_FX=2, so it runs on 6.0
1.Launch application “mixcore.exe”.
2.If you are the first time to launch it, you need register. (Server type use SQLite Database).
3.Finished register ,launch mixcore.exe again.
Expected Result:
The app is launched successfully.

Minimal Repro steps:
- Create ASP.NET Core MVC Application with 5.0 ( but we will run against 6.0)
- Add a new Partial View named _partial under shared folder, and set it Build Action as Embedded resource
- Add this code to View in /Home/index.cshtml to show partial view:

Findings：
If you add "ASPNETCORE_HOSTINGSTARTUPASSEMBLIES=Microsoft.AspNetCore.Mvc.Razor.RuntimeCompilation" in launchSettings.json ,app will work. But previous sdks don't need do this.
