This PR updates .NET Aspire from version 9.4.1 to 9.5.0 to resolve a Component Governance alert. The update also includes several transitive dependency updates that come along with the Aspire upgrade.
- Updates Aspire framework to version 9.5.0
- Updates several Azure and System libraries to their latest compatible versions
- Addresses security/compliance concerns flagged by Component Governance
