Context

We are not able to get any more updates as the rest of the repos have been migrated:
#4814

Goals

• Update the TFMs in the repo to net8.0 to see if things work
• The repo will most likely build fine but it's possible that darc will stop working in other repos
  • Darc is installed via the eng/common/darc-init.ps1/.sh scripts so we need to make sure those will stay working fine
  • We need to send communications to people everywhere and be very careful about this
