! [remote rejected] HEAD -> backport/pr-16260-to-release/10.0 (refusing to allow a GitHub App to create or update workflow .github/workflows/backport-base.yml without workflows permission)

this is a known issue when trying to backport workflow changes, you'll need to backport manually. but I'm not sure it's needed since repo workflows should use @main when referencing the arcade template.
