This is another attempt to resolve dotnet/dnceng#4798.
The timeout support added in #15503 did not prevent the process from hanging. After doing some research, I learned that the code is likely continuing to hang because the process object is not being disposed of properly and because the standarderror & standardoutput streams might be blocking if they fill up.
To avoid this issue, I've added support to properly dispose of the process and support to read the streams asynchronously.
