…stArtifactData consistently 1. Add opt-out switch `EnableDefaultPublishItems!=true` to not glob for all nuget packages under artifacts/packages 2. Set ManifestArtifactData metadata in an ItemDefinitionGroup so that it also applies to items that are manually added.
