DeployToSymStore failure won't always fail the build

DeployToSymStore is sequencing itself AfterTargets="Pack".  If Pack is the entry point target this will hit https://github.com/Microsoft/msbuild/issues/3345.  We've been sequencing targets differently to avoid this.
