For an unbindable BindingReference the shortName should be the path string, not the unqualified name. Can simplify away the #isInBaseEnvironment test too.

For an unbindable BindingReference the shortName should be the path string, not the unqualified name.
Can simplify away the #isInBaseEnvironment test too.
