Actual behavior

When attempting to switch over to Windows Containers, Docker errors out with the following error:

Expected behavior

Expected to Switch the Docker containers to Windows Container

Steps to reproduce the behavior

1. Download and install latest version of Docker. Currently version 3.6.
2. After Docker starts, right click on the docker service and pick Switch to Windows Containers.
