Proposed changes

Adding containerd and runc to uninstall from older docker installs. This is in response to issues upgrading docker that have been reported on stackoverflow and a follow up to this comment.

This affects current installs.

Related issues (optional)

This is associated with but does not resolve moby/moby #38185.

@thaJeztah I assume this impacts distros using YUM as well as Ubuntu and Debian. Is there anything else this would impact?

This is a packaging issue that was fairly specific to deb based installs. While it's possible that rpm based installs have a similar issue, I haven't seen any reports of that yet.
