This adds the new PR template for developers to user when submitting code to Diffgram.

All items are required. Please add a note to the item if the item is not applicable and please add links to any relevant follow up issues.

• provided a link to the relevant issue in JIRA or Github Link in PR.
• included the necessary unit and integration
• included comments & docs for new API Endpoints
