This PR allows some of the new entrypoints (
parseWithSettings,typecheckWithSettingsandexpectWithSettings) to run in pure code by replacing theIOwith a more general monadmthat is constrained byMonadThrow.I also added a new entrypoint
checkWithSettings: It is similar toexpectWithSettingsbut does not require a wholeDecoderbut takes the expected type as expression instead.
