CI: Fail PR checks if `.ts` files change during build

### Feature Request

Problem: Often, when we merge a translation PR, subsequent DX is stalled because the `.ts` files are missing something that the build affects.

Solution: As part of CI, check for `.ts` files that have been changed during the build. If `.ts` files change after build, then the PR should not be merged.
