Show friendly message during install when MSVC redist not installed #8326

Feature Request

Problem: MSI doesn't check for runtime requirements by default and if a service install fails to launch due to a missing runtime, you'll only see a vague error.

Solution: Check if the MSVC redist is installed before trying to start the service.
