This PR fixes help URL localization behavior by ensuring axe.configure() consistently rebuilds rule helpUrl values after branding and/or locale updates, so the lang query parameter is applied when a locale language is configured.
Changes:
- Updated
axe.configure()to always callaudit._constructHelpUrls()after applying branding/locale, passing previous help URL settings (includinglang) to enable correct updates. - Removed
Audit#setBranding’s implicit help URL reconstruction so help URL updates are centralized inaxe.configure(). - Added/adjusted tests to verify
helpUrlgains&lang=...on locale changes and that custom help URLs are not modified.

Noticed that most of the time the lang attribute isn't set on the helpURL like it's supposed to.
