As part of #66, we accidentally made it so that our authentication system would accept the special
kubeflow-pipelines-sdkOIDC audience, even ifdeploykf_core.deploykf_auth.dex.clients.kubeflowPipelinesSDK.enabledwas false, orkubeflow_tools.pipelines.enabledwas disabled.
