Even with the fix from #3028,
estimatesmartfeeis still terrible. At this point, I'm done with it, and I'm disabling it for Bitcoin and making external fee rates the default.Our fee rate logic for btc and btc clones has always been a shit show, and it still is. This change makes the reasoning even harder. A complete rework is far overdue, but this isn't that. This just needs to get into the patch so that bots are not overpaying redeem fees by >= 3x.
