If the SQL Server version in the source is 2008 or above only then Central Management Server will be migrated. Otherwise it will be skipped.

SQL Server 2005 (on windows server 2003) to SQL Server 2008 (Windows Server 2008r2)
and
SQL Server 2008 (on windows server 2008r2) to SQL Server 2008 (Windows Server 2008r2)
