Current Behavior

During the 2nd install of UCX, the following error message is generated.
ERROR [d.l.blueprint.parallel][installing_components_2] installing components task failed: 'policy_id' must be supplied

The workaround is to delete the 'Unity Catalog Migration (ucx)' policy and re-start the install.

Expected Behavior

The installer should find the existing policy and re-use it, or create a brand new one and ignore the existence.
