Problem statement

The current cli cmd for migrate-tables handles migrate-tables and migrate-external-hiveserde-tables-in-place-experimental workflow but doesn't cover migrate-external-tables-ctas

Proposed Solution

Add logic to check the requirement to run migrate-external-tables-ctas workflow and prompt user to run it
