Description

#355 updated the CI conda environment by updating the Github Action version and removing the defaults channel from the conda env yml. This caused setup of the conda environment in CI to fail.

Additional Info
presidio_analyzer requires Cython==0.29.10 which appears to be incompatible with Python 3.8
