Increment version number to expose #1053 to pydata/xarray#800, cc @mrocklin and @jcrist.

Updated version numbers and the tag, note there is a tag "list" in master that may be spurious.

We usually do this in a release process where we check things against windows, make PyPI/conda packages, etc..

@jcrist do you have a time estimate on how long this will take to do? How does this fit into your priorities?

@mrocklin and @jcrist, I've got a feeling this whole process for me won't happen today so I think this should be designated as no-rush for today, but it would be good to have within a week timescale. I can just use dask.set_options(get=dask.async.get_sync) in the meantime as a temporary hack (e.g., pydata/xarray#793).

@jcrist, any chance that the new version will be released in the next several days? I'd like to close this out once that occurs. Thanks! Phil

Sorry for the delay, it's been busy here. There are still a few things I want to get in before the next release. I'm hoping to release early next week. For now, you should be able to pip install from git:

pip install git+https://github.com/dask/dask.git
