Describe the issue

By default Dash downloads the entire blockchain. New, non-technical users would likely prefer lite mode, but they are unaware of it's existence.

Can you reliably reproduce the issue?

If so, please list the steps to reproduce below:

1. Launch Dash.
2. Prompted to choose where to save blockchain.
3. Wait for blockchain to download.

Expected behaviour

Launch dash.
Ask the user if they want to run under Lite Mode or Full Mode, presented with radio buttons to choose one of the two options, each with a short explanation describing the difference. Lite mode is on top and is selected by default. Both modes should have privatesend enabled by default, as well as multi-session mixing:

Lite mode - Recommended for most users. Lite mode takes up minimal space on your computer but advanced functions are not available.
Full mode - Full mode will download the full Dash blockchain, approximately XX gb, which in some cases can take a few hours to download. All advanced functions are available.
