Per discussion on #700, CSS can have effects that users either don't understand or don't like, e.g.,

• Overriding user's preferred justification setting
• Overriding user's preferred paragraph indentation setting
• Showing bold/separated letters at the beginning of chapters issue: Capital Letter appears separated from the rest of the word. #710

There should be a setting to turn CSS off.
