What happened?

Description

Unlike tips and warnings added for other field layout elements (like custom fields), tips and warnings added to the title field doesn't appear to be translatable with static translations.

Steps to reproduce

1. Add a tip and/or warning to the title field in an entry type field layout
2. Add translations for the tip and warning texts in translations/{language}/site.php

Expected behavior

Field layout tips and warnings should be translatable using the site translations category, for all field layout elements.

Actual behavior

Field layout tips and warnings for title fields are not possible to translate using static translations.
