What happened?

Description

Both "Save" and "Save and continue editing" appear to do the same thing:

Steps to reproduce

1. Create and edit a User Group.
2. Click "Save"
3. Watch in abject wonder as it miraculously assumes you wanted to continue editing the User Group.

Expected behavior

Expected "Save" to return to the User Group listing.

Actual behavior

"Save" keeps you on the same page.
