What happened?

Description

It seems like the text in the sidebar tooltips isn't showing up when using Safari on macOS. This doesn't appear to be an issue in Firefox or Arc. Looks like it turned up in 5.6.13, perhaps related to #16926?

Steps to reproduce

1. Log in using Safari.
2. Collapse the sidebar.
3. Hover over an icon.

Expected behavior

For there to be text in the tooltip.

Actual behavior

There's no text in the tooltip.
