Looks like there's a new tooltip that displays the title of an element if it's cut off in an element chip. Not sure when this was introduced, but when I hover over an element chip, the tooltip opens and closes itself repeatedly. Doesn't happen every time, looks like it depends on where I hover over the title and from which direction (I'm not clicking, just hovering over the title):

Only happens in Firefox (stable and nightly), couldn't reproduce this in Chrome or Safari.
