What happened?

Description

When viewing the system messages areas of the Craft CMS control panel the default width of the edit message modal is quite small:

This can be resized, but it's default seems a bit small.

In addition the language dropdown appears mis-aligned relative to the header.

Steps to reproduce

1. View utilities/system-messages
2. Select a system message to trigger the modal
3. The modal will be quite squased by default along with slight mis-aligned items.
