Update active releases with latest version and timeline. Extend 1.1 an additional 3 months to align with k8s 1.11 EOL and ensure we have 2 active releases. Also add 3 months extended for security patches.
This updates the release cycle to reflect a desire to support 2-3 containerd releases at any given time and define a period where the maintainers will continue to support security patches.
Policy changes require 9 (2/3) maintainer LGTM
