Pull Request Overview
This PR backports changes to update GitHub Actions runner images from specific versions (ubuntu-22.04, ubuntu-24.04, macos-13, windows-2022) to their latest equivalents (ubuntu-latest, macos-latest, windows-latest) for the basic binaries build workflow.
Key Changes:
- Replaced pinned runner versions with
-latesttags to automatically use the most current stable images - Retained ubuntu-24.04-arm as it doesn't have a
-latestequivalent
