download image , fetch func be called 26 (image layer is 26) at some time

Steps to reproduce the issue

1. download multi layer image
   2.set MaxConcurrentDownloads to 3
2. see fetch blob goroutine count

only MaxConcurrentDownloads count goroutine to download image layer
