Indicate to users that can't create new comment threads on a given post they can't do so before they spend time writing it up #1579
Description
This is a followup issue based on the rate limiting fix in #1578. Currently, we only indicate that the user cannot comment (or create a new thread) only after submission - which means they can go through the whole flow and only learn that they failed after spending time writing the comment body & title.
