[Feature]: Extending Librarian to add ./library structure to store localised version of docs for the librarian to manage after web search #758

Problem Description
I noticed that we have a search feature. However, I think having localised docs for the librarian to reference while developing might save search tokens. Furthermore, it might help pollute the file context window if the search results are directly fed into the context window.

Proposed Solution
Suggest storing localised files in a .md files within ./library folder along with yaml tags to help tag the docs.
