docs: fix broken anchor link in release-process-deep-dive#13688

The link to the official sources installation instructions pointed at install_linux.md#official-sources, but that heading no longer exists. The install doc refactor in 60af6bc renamed it to 'Recommended (Official)', so the anchor is now #recommended-official. Update the link to match.
