This pull request adds support for BPF Host Routing when IPsec is enabled. That was blocked by two bugs in our datapath, fixed in the first and third commits. The fourth commit enables this configuration in the agent.

This commit is a bit easier to review by hiding indentation changes. This commit fixes a bug when traffic is sent through the egress proxy with native routing, IPsec, BPF Host Routing, and Endpoint Routes enabled. The bug happens when the proxy sends a packet to a backend pod on the same node. That shouldn't happen. Because Native Routing and IPsec are enabled, we redirect traffic from the L7 proxy (with mark 0x0B00) to bpf_host@cilium_host to adjust the MTU. There, we emit the from-proxy trace above. Since BPF Host Routing is enabled, we also enforce policies at the source by tail calling into bpf_lxc. At that point, we emit the first policy verdict and the to-endpoint trace above. However, in redirect_ep(), because we're coming from the egress of cilium_host (cf. local_delivery.h:75), we end up not doing a bpf_redirect_peer but a simple bpf_redirect instead. bpf_redirect_peer would have us skip policy enforcement at ingress of the lxc device. That's why we enforce policies at the source when BPF Host Routing is enabled. But in this case, we fallback to a bpf_redirect call. And because Endpoint Routes are enabled, we have bpf_lxc attached at the lxc devices, ready to enforce policies a second time. Because we cleared the packet mark when first enforcing policies, the second enforcement has the wrong source identity and fails to match any policy. Our packet is thus dropped. The root of the issue here is that we have two conditions that are not in sync. One controls when we do the policy enforcement at the source (local_delivery.h:141), whereas the other controls when we use bpf_redirect_peer vs. bpf_redirect (local_delivery.h:75). In the previous commit, we moved from checking USE_BPF_PROG_FOR_INGRESS_POLICY and ENABLE_HOST_ROUTING as part of a preprocessor directive to checking them as part of a C condition. To that end, we used Cilium's macro is_defined(ENABLE_X). This macro however expect the ENABLE_X macro to have a value of 1 if it is defined. That is, it cannot simply be defined without value or is_defined returns false. USE_BPF_PROG_FOR_INGRESS_POLICY was however defined without a value in some of the BPF tests so this commit fixes it. The previous changed our local delivery logic to only enforce policies at the source if we also do a bpf_redirect_peer. If we're not doing a bpf_redirect_peer to send the packet to its destination pod (and endpoint routes are enabled), then there's no need to enforce policies at the source: the packet will already go through ingress policy enforcement at the bpf_lxc program. This change however breaks L7 policy enforcement in case of netkit devices. In case of L7 policies, we need to redirect packets from the bpf_lxc ingress program to bpf_host@cilium_net to prepare for a redirect to the userspace proxy. That redirection to cilium_net fails and the packet is dropped. We see the packet navigate from the source lxc device (~c8d066b3393b5:7) to the destination one (~c504d1e733445:9). It then traverse to the peer device in the pod netns (cf. call to netkit_xmit) [1], after which point the destination bpf_lxc program is executed [2]. We can see the last skb_do_redirect call is for the proxy preparation because the packet carries the MARK_MAGIC_TO_PROXY mark (0x200). That redirect fails because we're in the pod netns and the destination ifindex cannot be found [3]. Preventing this will require a fix upstream to perform the netkit netns switch after we run the BPF program. In the meantime, we need a workaround for netkit + L7 policies. GitHub workflows run on non-LTS kernel, based on v6.11, that is missing an upstream fix [1] for IPsec + BPF Host Routing. daemon, docs: Allow IPsec with BPF Host Routing
