Description

This PR adds a new flag --policy-deny-response to control the way we reject packets when they are getting a policy denial. There are two options:

none - this is the behavior we have today, packets are dropped silently. This can cause clients to timeout indefinitely (see more context in Network Policy: Consider generating TCP RST instead of DROP #17944)
icmp - new feature: this sends an ICMP "Destination Unreachable / Packet Filtered" response to the client so that they can kill the connection much quicker

The implementation in this PR is for ipv4 egress traffic only. ipv6 and ingress will be added later on in separate PRs.

This relies very heavily on code from #28157 which implemented very similar kind of behavior for services with no backends. I simply re-used the same code for ICMP packet generation and put it in the policy denial logic.

I didn't implement the TCP RST behavior from the original issue, I think the ICMP response should be good enough to start with. I also implemented a global Agent flag and not a per-policy setting. Same idea: I think a global flag is a good place to start with and if there is user demand, we can make it more granular later on.

Testing

I updated our 1.18.1 fork with this PR and tested in an IPv4-only cluster. I deployed a test client pod and applied a CNP which blocks all egress traffic.

With --policy-deny-response=none, curl hangs:

With --policy-deny-response=icmp, it immediately fails:

Note, that curl doesn't seem to be properly parsing ICMP codes, hence the "No route to host" error. ping shows a better error:

Before I continue any further with tests, docs, Helm values, etc. I'd like to get some feedback on whether this approach generally makes sense.

The approach looks good to me :)

Should we return icmp-port-unreachable for L4 drops?

If the approach makes sense, I'm also curious to know what would be the best way to test this behavior. Should I add something in bpf/tests or e2e tests or both?

IMO, bpf/tests is enough to validate this.

The reason for this is that ICMPv6 (RFC4443) requires implementing rate limiting, while ICMP (RFC792) does not mention it.

Adding it to ICMP for IPv4 is of course possible, but not required by the spec so I opt-ed to not do so unless we had a compelling reason to.

Relevant section from RFC4443 (Section 2.4.f):

Finally, in order to limit the bandwidth and forwarding costs
incurred by originating ICMPv6 error messages, an IPv6 node MUST
limit the rate of ICMPv6 error messages it originates. This
situation may occur when a source sending a stream of erroneous
packets fails to heed the resulting ICMPv6 error messages.

Rate-limiting of forwarded ICMP messages is out of scope of this
specification.

A recommended method for implementing the rate-limiting function
is a token bucket, limiting the average rate of transmission to
N, where N can be either packets/second or a fraction of the
attached link's bandwidth, but allowing up to B error messages to
be transmitted in a burst, as long as the long-term average is
not exceeded.

Rate-limiting mechanisms that cannot cope with bursty traffic
(e.g., traceroute) are not recommended; for example, a simple
timer-based implementation, allowing an error message every T
milliseconds (even with low values for T), is not reasonable.

The rate-limiting parameters SHOULD be configurable. In the case
of a token-bucket implementation, the best defaults depend on
where the implementation is expected to be deployed (e.g., a
high-end router vs. an embedded host). For example, in a
small/mid-size device, the possible defaults could be B=10,
N=10/s.

Should we return icmp-port-unreachable for L4 drops?

We could technically do it, I can see that we have access to match_type so we could return a port-unreachable on POLICY_MATCH_L4_ONLY. But I'm afraid it's going to add unnecessary complexity to this feature, so maybe it's something we could add later on.

And thank you for the context @dylandreimerink . I'll add rate-limiting to the v6 codepath then.
