Review commit-by-commit. Don't be scared of the size, the majority is the new vendor dependency.

This PR introduces a link between CLI and/or unit test failures to the underlying CODEOWNERS for the corresponding test files, and pretty-prints a message after the test failure to indicate who can assist with understanding the test and stabilizing the results. See the lines with the ⛑️:

Related: cilium/cilium-cli#2936 will allow this logic to also pick up owners from the github workflow where the CLI is run.

Note that for CLI test failures, tests that properly use a.Fail(), a.Fatal() and similar functions to trigger a failure in an individual test action correctly, the attribution will go correctly to the test owner. Tests that fail directly with the top-level test fail functions (ie not t.Fail(), t.Fatal(), ...) will be attributed to @cilium/ci-structure.
