backgroundColor not working in defaults #11914

Expected behavior
backgroundColor should work, just like adding a backgroundColor to the datasets
E.g.
Chart.defaults.backgroundColor = ['#ff0000', '#00ff00'];
Current behavior
backgroundColor set in defaults does nothing
