I maintain the JS version of this library at https://github.com/aadsm/jschardet and I've received a report about a SHIFT-JIS encoded file being reported as ISO-8859-1. I had some bugs on my version of the library that I fixed but that wasn't the problem. SHIFT-JIS is only detected with 0.01 confidence. I'm not sure how the state machine for SHIFT-JIS was generated in order to debug this, do you happen to know? Here's the link to the bug report: aadsm/jschardet/issues/30.
