this is a re-write/adaptation of https://github.com/imjasonh/gcp-metrics-action/tree/main , with the following changes:

• consolidates on otel instead of gcp
  • spins up an otel-collector that the user can/should configure instead of sending things directly to gcp services
• re-writes it in typescript
• removes some of the cruft around cost estimation in favor of simpler code
• adds a deterministic trace/spanID generation compatible with githubreceiver
